"Drought is causing havoc in the Karoo and the farming community faces starvation. When a young boy's pet sheep succumbs, he decides to take his case to the highest authority - the prime minister. He hitches a lift to Pretoria with a sympathetic truck driver. But before the boy reaches the capital, he experiences one adventure after the other, including a night in prison, washing under the Hillbrow waterfall, escaping the murderous intentions of a jealous lover, and saving the life of a caring hobo.
Eventually a church leader takes him in and arranges for an urgent meeting with the prime minister when he learns of the dire circumstances of the boy and his people.
